Georgia's solar ambitions were boosted today when a subsidiary of Southern Company, Georgia Power, announced that it has received approval from state regulators to build a 139 MW solar project in Macon County, Georgia, north of Atlanta. Origis Energy today announced that it has acquired First Solar's GA Solar 4 project. The project is the largest of its kind in the state of Georgia, operated by Duke Energy Renewables, with a total capacity of 1200 megawatts (MW).
With a total capacity of 271 megawatts, Georgia would move ahead of Colorado in fifth place in terms of total installed capacity if other states did not do otherwise. Georgia thought upstart Macon - based in the solar industry - would get its first major wind power project when the state legislature meets in 2014.
Moreover, the state's efforts to use more clean energy and its commitment to renewable energy could affect Georgia's solar market. Citizens have completed four solar projects totaling 5.1 MW, and four PV projects totaling 5.1 MW have been completed under the Georgia Power Advanced Solar Initiative. The current Solarize campaign for Georgia, managed by the US Department of Energy's National Renewable Energy Laboratory (NREL), includes Solarize Macon, Solarized Georgia and the Solarizing Georgia Initiative, as well as a number of other projects in other states.
Georgia Power is also building a solar farm in Macon as part of its Advanced Solar Initiative. This will be the first of four Georgia Power-built solar farms to be built on the declining coal-fired power plant and is one of more than 1,000 MW of solar capacity to be delivered in Georgia in 2016.
It is currently under construction and will be the second largest solar farm in the state of Georgia, located in Twiggs County, Georgia, near Warner Robins.
Georgia Power plans to add 1,600 MW of renewable energy by 2021, driven by the fast-growing solar and renewable energy market. When the utility submitted its 20-year plan to PSK earlier this year and had no new provisions for solar energy, McDonald suggested that Georgia Power add solar-generated electricity to its portfolio. Southern initially opposed solar power in areas outside its supply network, but was forced to start building large-scale solar plants, with the pro-solar majority of the GPSC providing the majority.
Macon and Bibb County took advantage of the solar finance market created by HB 57, allowing Cherry Street to install solar panels at their expense and recoup their investment by paying the company based on the amount of electricity produced by the panels. Now Macon - based on the utility company (GaSU) and its parent company, Georgia Power - are trying to circumvent the 40-year-old law with new laws that would create the state's first regulated solar company.
The investment in rural development will be used to build a new solar power plant in Bibb County, Georgia, and install solar panels in Macon. The rural development investment, a $1.5 million grant from the Georgia Department of Natural Resources (GANR), will be used for a 1,000 megawatt solar plant in Cherry Street Solar Plant.
